Real exchange rate misalignment and economic growth: An empirical analysis for Ethiopia

In both developing and developed economies, academic and policy discussions have consistently emphasized that achieving stable economic growth and maintaining internal and external balance require an exchange rate aligned with its long-term equilibrium value. This paper examines the impact of real exchange rate misalignment on Ethiopia's economic growth from 1980 to 2022. The study begins by estimating the equilibrium real exchange rate using the Behavioral Equilibrium Exchange Rate (BEER) approach to calculate the misalignments. It then analyzes the effects of these misalignments on economic growth using Vector Autoregressive (VAR) and Hansen's (2000) threshold regression model. The VAR and Impulse Response Function (IRF) analyses reveal that real exchange rate misalignments have an immediate positive impact on economic growth, which diminishes between the eighth and sixteenth years and stabilizes as a permanent long-term effect. The threshold regression results indicate that undervaluation of the Ethiopian Birr enhances economic growth up to a 13.95% deviation from the equilibrium real exchange rate, while overvaluation supports growth up to a 7.15% threshold. Beyond these limits, misalignments hinder growth. The study underscores the importance of avoiding excessive deviations from the equilibrium exchange rate to sustain economic growth. Furthermore, it highlights the need for consistent macroeconomic policies to minimize the gap between the actual and equilibrium real exchange rates. These findings emphasize the critical role of exchange rate policy in promoting sustainable economic development in Ethiopia.

Baseline analysis for an impact evaluation of a home-grown school feeding program in Osun State, Nigeria to support smallholder farmers

Home-Grown School Feeding Programs (HGSFPs) are becoming important policy instruments to improve food security, nutrition, education, agricultural production, and local economic growth (Adeyanju et al., 2024; Abay et al., 2021; Sitali, 2021; Takeshima et al., 2018; Fernandes et al., 2016; Karisa and Ordho, 2014; WFP, 2013). While the potential of HGFSPs to tackle undernutrition and micronutrient deficiencies is well documented (Alderman, Bundy, Gelli, 2024), their role in supporting local value chains and smallholder farmers remains an area of active inquiry. Following international trends and lessons, Nigeria started delivering HGSFP which includes utilizing locally sourced foods instead of imports (Dennis et al., 2021). These programs provide school meals using locally sourced food from smallholder farmers within the same community (Sumberg & Sabates-Wheeler, 2011). In 2004, Nigeria’s National HGSFP was piloted in 12 states, covering all six geopolitical zones. However, the national government abruptly halted the program, with Osun relaunching the program in 2012 using state-level funds. Osun State is currently the only Nigerian state that implements the program—and considered one of the more successful states for implementing it. Despite stoppages of the program, lessons learned from the pilot phase offered valuable operational and policy insights for implementing the National HGSFP in 2016, with the aim of using farm produce locally grown by smallholder farmers to provide children with nutritious mid-day meals on every school day (Adeyanju et al., 2024).

Prioritizing agri-food system investments under climatic and world price risks

With a population exceeding 120 million, Ethiopia is home to 77 million people who directly depend on agriculture for their livelihoods (World Bank, 2024a). The country registered robust agricultural growth of about 5% on average for a decade since 2013 (NBE, 2023). The Ethiopian government has been encouraged to target its development interventions to sustain and accelerate the growth and transformation of the economy (IFAD, 2023; Aragie & Balié, 2019). However, the pattern of support and the composition of growth are critical factors influencing changes in poverty, employment, and diet quality (Christiaensen & Martin, 2018; Pham & Riedel, 2019). Assessing the linkages between economic growth and poverty, employment, and diet quality is a topic of importance to both country policymakers and their development partners. Few studies, including Fan and Zhang (2008), Aragie, et al (2022), Benfica, et al. (2019) and Pauw and Thurlow (2015), have so far assessed and ranked various on-farm and off-farm interventions in relation to their impacts on selected outcome indicators and suggested to policy makers the most cost-effective ways of allocating scarce public resources for maximum impact.

Impacts of cool transportation in Nigeria: Midpoint analysis

A randomized controlled trial was introduced to see impacts of cool transportation that connects three vegetable markets in northeast and two large demand centers in southern regions of Nigeria. This note summarizes the findings from the midpoint analysis. First, the impact of cool transportation is large and statistically significant. Sales price, revenue and profit significantly increase for marketers. Second, impacts on sales price are quantitatively large, and a larger portion of sales price increase is attributed to refrigeration, that is, quality preservation through cooling. About 70% of the increase comes from cooling; only 30% from transportation. Third, impacts on revenue and profit, relative to non-cool transportation, are also quantitatively large. In particular, the analysis shows a large proportional increase in profit.

The cluster panacea? An evaluation of three interventions in shrimp value chains in Bangladesh

Clustering farming has often been proposed as an effective way to overcome the significant transactions costs faced by downstream buyers in interacting and negotiating with many small farmers, while making it easier for extension workers and governments to dispense advice, provide upstream services and inputs. In this study, we evaluate the impact of a set of three initiatives in Bangladesh, implemented by a government department, a private sector processing firm and a not-for-profit industrial advocacy body, all involving clustering contiguous shrimp farm ponds to enable group certification necessary for global market access. We implement a canonical difference-in-differences model using two rounds of surveys of a sample of over 1,222 farmers in 2023 and 2024 to assess the impacts on pond management practices, net profits and any unintended impacts on food security and dietary diversity. Our results suggest that the cluster interventions had impressive impacts on adoption of better farm management practices. However, these do not appear to translate into significant gains in net profits, perhaps because these interventions are still relatively new. Further, it appears that cluster farmers pay a penalty on account of a shift to more intensive cultivation, represented by a loss in species diversity and lower incomes from fish and vegetables. We find that there are no significant spillover effects as yet on shrimp farmers in the same village as the clusters. This study reflects critically on the efficacy of clustering that is presumed to enhance access to global markets.

Is it a myth? Market power among intermediaries in agri-food value chains

A common narrative about agri-food value chains (AVCs) in low- and middle-income countries (LMICs) is that smallholders are paid substantially less for their agricultural products relative to the prices consumers pay for them. Some of that difference can be attributed to market channels—even in competitive and efficient agricultural markets, there are costs involved as agricultural products move from producers to consumers, including expenses for transportation, collection and aggregation, grading, processing, distribution, packaging, and retailing.

Effectiveness of aflatoxin biocontrol: Evidence from Kenyan smallholders under varied levels of technical support

Agricultural technologies shown to be highly effective in research trials often have a lower impact when utilized by smallholder farmers. Both heterogeneous returns and suboptimal application are believed to play a role in this efficacy gap. We provide experimental evidence on the impact of a biocontrol product for the control of aflatoxin, a carcinogenic fungal byproduct, as applied by smallholder farmers in Kenya. By varying the level of external support across farmers, we investigate the role of misapplication in the effectiveness gap. We find that the provision of biocontrol together with a one-time training on application reduces aflatoxin contamination in maize relative to a control group by 34 percent. Additional training to the farmers in the form of a call to remind them of the correct time of application in the crop cycle increases the reduction to 52 percent. Our findings indicate that farmers can achieve meaningful improvements in food safety using biocontrol even with minimal training on its use and that additional support at the recommended time of application can strengthen its impact.

Impact of risk-contingent credit and traditional credit on smallholders’ agricultural investment and productivity: Experimental evidence from Kenya

We use a multiyear, multi-arm randomized controlled trial implemented among 1,053 smallholders in Kenya to evaluate ex-ante investment and ex-post productivity and welfare benefits of two competing lending models: risk-contingent credit (RCC)—which embeds crop insurance with a loan product—and traditional credit (TC). We rely on local average treatment effects to demonstrate the effects of these alternative credit products on borrowers but report the intention-to-treat effects for their broader policy significance. Uptake of RCC increased treated households’ farm investments—specifically, adoption of chemical fertilizers—by up to 14 percent along the extensive margins and by more than 100 percent along the intensive margins, while TC’s effects were less in both magnitude and statistical significance. Neither type of credit product had a significant effect on the overall area cultivated under maize, hence enhancing agricultural intensification but not extensification. Ex-post, neither type of credit product had a strong direct effect on households’ productivity. We conclude that access to credit has potential to increase investment and productivity among smallholders, although improved productivity needs better measurement and extended intervention to be realized. To scale the potential effects of credit, derisking access to credit should be considered to expand access to credit.

Postharvest packaging and marketing innovation adoption in Nigeria: The case of plastic crate

Postharvest loss of horticultural crops is very high in most developing countries, and most of the loss occurs during production, harvesting, and transporting stages. Postharvest technologies (PHTs) are therefore important to reducing food loss and wastage and critical to both national and international food security agendas. This report provides the status quo of postharvest innovation adoption in Nigeria by taking the case of horticultural growers’ adoption of postharvest packaging and transportation innovation such as returnable plastic crates. Primary data were collected from 1704 farmers using a multistage random sampling technique. Our findings reveal low adoption of PHT, with only 8% of rainfed and 14% of irrigation farmers utilizing PHT for packaging and transporting perishable agricultural products. Growers who adopted PHT received a market price that was twice as high as those who did not, encouraging sustained adoption of PHT by growers. The results prove that the high costs and limited availability in rural areas, rather than awareness gap, discourage farmers from using PHT. The research suggests interventions to address these challenges by utilizing flexible distribution strategies, such as engaging small and micro enterprises to offer rental PHT services in rural areas.

Cool transportation in Nigeria: Intervention, baseline and randomized controlled trial

In many developing countries, including Nigeria, much of fruit and vegetable production is lost largely because of lack of an adequate cold chain, including postharvest handling, cold storage and temperature-controlled transportation. As a result, not only the availability of fish, fruits, vegetables, milk, eggs and meat but also the safety and nutritional content of the food are affected. Under such conditions, all agents in the supply chain including farmers suffer from income reduction, while consumers face un-stable and lower-quality supply of normally more nutritious foods. Inadequate development of value chains and deficiencies in high costs associated with cooling systems are main causes of such losses.

Characteristics of community seed schemes for grains and legumes: Insights from northern Nigeria

CONTEXT: Despite the significant roles that intermediary seed systems play in the supply of quality seeds in developing countries, including Africa south of the Sahara, the knowledge gap remains generally substantial regarding the general characteristics and seed quality control performance of intermediary seed systems such as community seed schemes (CSS), which still operate predominantly outside the formal seed systems.

OBJECTIVE: We aim to narrow the knowledge gap on seed production practices implemented by CSS, their economic and technical characteristics, the extent of seed quality control achieved, and potential challenges CSS is facing.

METHODS: Using primary survey data of seed producers of key grains (maize, rice, and sorghum) and legumes (cowpea and soybean) from 380 CSS in Kano state in northern Nigeria, we qualitatively assess origins and drivers of their growth, extent of seed production, relations with upstream actors (breeder and foundation seed providers) and downstream actors (seed buyers), economic structures of their seed production, aspects of quality control measures they engage, and potential roles of external support, such as training on the implementation of these quality control measures.

RESULTS AND CONCLUSIONS: We discovered that many of the interviewed CSS have emerged endogenously, taking up seed production to address the challenges in access to quality seeds in their locality. Their seed production has often grown into viable businesses that have provided potentially significant additions to their incomes. Oftentimes, these CSS implemented some seed quality control measures, including making closer visual checks of seeds, checking germination rates, and bagging/packing seeds, among others. However, fuller seed quality control may be significantly skill-intensive, and most CSS still do not implement many of the recommended measures under some of the intermediary quality assurance standards, such as Quality Declared Seed. Our qualitative assessment suggests that future support for CSS can focus on technical support to raise the ability to engage in broader categories of quality assurance activities in economically viable ways and to improve the awareness and knowledge of different varieties and access to foundation seeds.
SIGNIFICANCE: The quality assurance provided by existing CSS in Nigeria may be relatively limited, particularly in proper maintenance of the seed production field and the quality of original seeds that CSS intend to multiply. Providing external support through training and technical assistance can be an effective way to transform community seed schemes into critical providers of seed quality assurance in the intermediate seed system and to fill gaps in the formal seed system.

How do policy environments influence technology adoption? Insights from Nigeria’s pod borer resistant (PBR) cowpea experience

Policymakers are increasingly considering the promise of modern biotechnology, including genetically modified organisms (GMOs) to help solve development problems in health, agriculture, and other fields (Zambrano et al., 2022). However, debates persist around health and environmental implications (National Academies of Sciences, 2016; Raman, 2017; Smyth et al., 2021). The regulation of GMOs varies globally, with some countries implementing outright bans or imposing stringent controls (Sarkar et al., 2021; Yali, 2022). A recent study examines the Nigerian policy environment for Pod Borer Resistant (PBR) cowpea, which has been genetically engineered to resist the legume pod borer (Maruca vitrata) [Mockshell et al., (unpublished)]. Legume pod borers significantly reduce cowpea yield and quality, with losses of up to 80% reported (Andam et al., 2024; Mockshell et al., 2024). This policy note summarizes the findings of the paper, providing insights to guide policy development around the adoption of biotech food crops in Nigeria and other countries in Africa South of the Sahara (SSA). The primary research question is: Is there an enabling policy environment for PBR cowpea and what factors contribute to it?

External and internal migration propensity index (MPI) for Honduras: Out-of-sample validation

The e-MPI and the i-MPI are tools to objectively estimate the probability that individuals from a given household will, respectively, migrate abroad or migrate domestically in the near future. We use new longitudinal data to test their effectiveness fully out of sample. We find good predictive power of each of these indices in terms of the respective type of migration they attempt to anticipate. Moreover, they perform well against alternative measures, work reasonably well for both rural and urban areas and in departments not included in the original calibration data, and appear to capture distinct aspects around households’ decisions to migrate domestically and abroad. Overall, the MPI seems to be an important addition to policymakers’ toolkit.

Rainy day funds? How men and women adapt to heavy rainfall shocks and the role of cash transfers in Mali

Weather shocks can affect men and women differently, due in part to differences in their adaptive capacities. We merge weather data with survey data from a randomized control trial of a cash transfer program in Mali to describe how men and women cope with weather shocks and the role of cash transfer programs in supporting adaptive responses. We find that heavy rainfall reduces household’s consumption but that the cash transfer program mitigates these impacts, primarily by allowing households to draw down both men’s and women’s savings, increasing the value of livestock and farming assets held jointly by men and women, and facilitating a reallocation of men’s and women’s labor to livestock production and women’s labor to domestic work.

How can anticipatory action programming support women? Application of the reach-benefit-empower-transform framework in Nepal and Nigeria

As floods increase in frequency and intensity due to climate change, anticipatory action (AA) programs offer a promising approach to mitigate their impacts. However, there is limited research about how AA programming can address the specific needs of women, who often face heightened vulnerabilities during disasters. This paper applies the Reach, Benefit, Empower, Transform (RBET) framework to examine gender dynamics in AA programming through case studies in Nepal and Nigeria—two flood-prone countries where AA initiatives have been piloted. Using data from key informant interviews and focus group discussions with stakeholders, including government agencies, NGOs, local advocacy groups, and direct beneficiaries of flood programs, we assess barriers and enabling conditions for AA to reach, benefit, and empower women and broader opportunities for transformation of gender norms and social inequalities. Our findings reveal key implementation challenges, including limited funding, weak integration with broader disaster risk reduction efforts, and inadequate early warning systems. However, we also identify practical strategies for improving AA’s gender responsiveness, such as relying on individual rather than household-level data, providing accessible early warning information, offering aid modalities that meet women’s specific needs (such as dignity kits), ensuring women’s participation in community decision-making, and facilitating ongoing inclusive household and community dialogues in flood-prone communities rather than only responding to specific flood warnings. The paper concludes with recommendations for scaling up gender-inclusive AA programming to enhance resilience and reduce the disproportionate impacts of flooding on women.

Market diversification to increase the demand for and value of Bangladeshi shrimp

In a rapidly growing global shrimp industry, Bangladesh’s shrimp sector faces fierce competition from much larger producers such as Ecuador, India, and Vietnam. One of Bangladesh’s challenges is that it is overdependent on Europe's fragmented hotel, restaurant, and catering (HoReCa) segment and ethnic retail markets, where it exports 88 percent of its output. This market is highly price-driven and limited in size. However, Bangladesh’s exporters have no or only limited access to retail markets in the European Union (EU), the United States (US), or other markets that source black tiger shrimp due to a lack of high-quality products, a lack of Aquaculture Stewardship Council (ASC) and Best Aquaculture Practices (BAP) certification, negative market perception of the country’s shrimp, and a lack of promotional activities. As a result of the increased competition and restricted market access, Bangladesh’s exporters and farmers are experiencing spiraling prices, and their future activities are at risk. Diversifying its markets should help the industry increase demand and get better prices for the products it exports. This brief explores the current market position of Bangladeshi shrimp and what the country can do to diversify its markets. Promotion is key, but not to consumers. Business-to-business (B2B) shrimp buyers worldwide must view Bangladesh as a reliable source of competitive, high-quality, sustainable shrimp.

Supply- and demand-side factors affecting maize and cowpea varietal turnover and quality seed use: Mixed-method evidence from northern Nigeria

This study provides an integrated assessment of the seed system for maize and cowpea, two of the most important crops in Nigeria. We analyze the various factors influencing seed supply and demand and present different measures of capacity and incentive of multiple actors along the seed value chain. We also present metrics on adoption of improved varieties and quality seed use, given the complexity of these concepts and persistent challenges in measuring them in a survey context. At the national level, the 2015 to 2018 Living Standards Measurement Survey data show that the adoption rate of improved varieties was 16 percent of maize area and 6 percent of cowpea area, with 9 percent of maize farmers and 3 percent of cowpea farmers reporting certified seed use of improved varieties. Data from household surveys conducted in 2022 show that in Bauchi and Kaduna—states with relatively high maize and cowpea production levels—the adoption rate of quality seeds of improved varieties was 10 percent of cowpea land area and 25 percent of maize land area. In addition, the improved varieties in the cowpea and maize plots were old; the area-weighted varietal age in cowpea farms was 12 years and in maize farms, 13 years. The most popular cowpea variety was Kananado (likely matching released variety SAMPEA 9 or SAMPEA 11, released in 2005 and 2009, respectively), and the most popular maize variety was SAMMAZ 15, released in 2008. Newer varieties have not caught up in popularity.

Different stages of the seed value chain face major bottlenecks. Two major themes emerged as barriers and drivers of adoption of newer improved varieties and quality seed: (1) Seed supplies were limited, especially breeder and foundation seeds, implying that Nigeria’s seed system needs to increase coordination, funding, and capacity for early-generation seed production and management; and (2) new varieties were not promoted to farmers, who therefore lacked exposure to the seeds, implying that both public and private sectors need to invest more in the promotion of these varieties and increase exposure and testing among farmers. There is also a need to look at the breeding and offerings of newer improved varieties. Some newer varieties do not consistently and comprehensively outperform older bred varieties in field trials and farm demonstrations; some older bred varieties remain attractive and popular to farmers.

Beyond seeds, several contextual factors disabled farmers’ and seed actors’ capacity and incentive to expand production and adopt improved varieties. Security issues; poor soil conditions; and high fertilizer, transportation, irrigation, and diesel costs were some of the major disablers in the seed system that must be addressed.

Financial inclusion, agricultural inputs use, and household food security evidence from Nigeria

This paper examines the effects of financial inclusion on adoption and intensity of use of agricultural inputs and household welfare indicators using data from the nationally representative Nigerian LSMS wave-3 (2015/2016) survey. For this, we constructed a financial inclusion index from four formal financial services access indicators (bank account, access to credit, insurance coverage, and digital transaction) using multiple correspondence analysis (MCA). We used Cragg’s two-step hurdle, instrumental variables for binary response variables, and a Generalized Method of Moments (GMM) models in the econometric analysis. Results show that households with access to formal financial services are more likely to adopt agricultural inputs and to apply these more intensively. These same households are less likely to experience severe food insecurity and are more likely to consume diverse food items. We also find that these effects are less for female farmers regardless of formal financial inclusion, suggesting that they may bear more non-financial constraints than their male counterparts. The results suggest a need for targeted interventions to increase access to formal financial services of farm households and gender-responsive interventions to address the differential constraints women farmers face.

Key Messages
-Undernutrition has declined over time, but stunting still affects 40 percent of rural children and 25 percent of urban children.
-Micronutrient deficiencies—especially deficiencies in folate, zinc and Vitamin D—are a critical concern, particularly for urban women and girls.
-Dietary quality is low in both rural and urban areas: while urban diets are moderately more diverse than rural ones, rising consumption of unhealthy foods is more of a concern than in rural areas at this time.
-The cost of consuming a healthy diet in Ethiopia increased from US $2.83 to $3.72 from 2017—2022, and over half of the population is currently unable to afford a healthy diet.

Medium-scale livestock farms in Asia’s rapidly transforming food systems

Academic and policy debates on agriculture emphasize a bimodal typology of ‘small-scale’ and ‘large-scale’ farms. In this article, we draw attention to the role and distinct characteristics of medium-scale monogastric livestock farms in the Global South, drawing on an empirically grounded typology of scale that incorporates three linked components: (1) Social and economic organization of production; (2) Technological choice and environmental impacts, and; (3) Food system linkages and spillovers. We review national livestock sector policy documents from three Asian countries - Bangladesh, Myanmar, and Vietnam - with reference to the typology, and compare assumptions embedded in the policies with the characteristics of farm scale revealed by the typology. Our analysis indicates that current policy goals are not well aligned with the characteristics of medium-scale livestock farming in the region. This disconnect presents a missed opportunity to enhance the livestock sector’s contributions to rural economies, nutrition security, food safety, and environmental performance. We conclude with examples of how policies could maintain and enhance medium-scale monogastriclivestock farms’ contributions to sustainable intensification, public health, and livelihoods.

Gendered drivers of varietal turnover: A qualitative assessment for improved teff and wheat varieties in Ethiopia

Limited adoption of agricultural technologies such as improved crop varieties has been a challenge for increasing crop productivity in low-income countries. We study drivers of varietal turnover by conducting gender-disaggregated focus group discussions and semi-structured interviews with teff and wheat farmers, and key informant interviews with public and private seed actors, in the Amhara region of Ethiopia. We find that attributes specific not only to production and sales, but also to processing and consumption (such as color, texture, moisture, and taste) are key drivers for varietal uptake among both men and women farmers. In relative terms, processing and consumption attributes are more important to women than men farmers. Gender and social status are usually linked to access to resources (such as inputs or information about newly released varieties) that could become an important driver of uptake. Women’s and men’s prior experiences with improved varieties also influence adoption. For instance, farmers that experience crop losses when using new varieties during a drought reportedly become more risk averse in future decisions to adopt new improved varieties. Overall, the findings imply the need to adopt seed development and marketing strategies that pay close attention to the preferences of both producers and consumers, such as considering the importance of consumption attributes (e.g., not altering local recipes) and encouraging farmers to first experiment with new varieties on parts of their plots before adopting at scale or providing a risk management tool (e.g., insurance) that can protect farmers from potential risks associated with new technologies.

Rural-urban diet convergence in Bangladesh

This paper seeks to bring concepts from economic geography and human geography into closer dialogue and apply them to the analysis of food systems. We analyze temporal and spatial patterns of diet trans formation in Bangladesh using data from nationally representative household surveys. We conceptualize diet transformation as a ‘triangle’ comprised of three elements (food purchases, diet diversification, and processed food consumption), influenced by four conditioners (time, income, non-farm employment, and space). We find that: (1) Diets are converging over time and space. food purchases, non-staples, and processed foods occupy high shares of food consumption value, irrespective of urban or rural location. Controlling for income, rural landless households and households in urban areas have very similar diets. Households in ‘peripheral’ and ‘non-peripheral’ rural areas experience similar levels of diet transformation. (2) Food purchases and processed food consumption are conditioned mainly by non-farm employment (NFE). (3) Diet diversification is positively associated with income, but not with NFE or land ownership. We characterize the spatial convergence of diets as an outcome of ‘time-space compression’ (the accelerating volume and velocity of economic and social transactions resulting from advances in transport and communications technology), and the distinct form of peri-urbanization under conditions of extremely high population density found in Bangladesh.

Peer-to-peer learning on vegetable production and implications for value chain development in Nigeria

The vegetable sector of Kaduna and Kano states in Nigeria is crucial for smallholder farmers' livelihoods, providing employment opportunities and contributing to good health. However, unfavorable environmental conditions and poor agronomic practices have hindered its development, leaving farming households struggling with food insecurity, nutrient deficiency, and poverty. Furthermore, societal expectations regarding gender roles, religious beliefs, and cultural practices make it more challenging for couples to work together effectively and attain the best possible outcomes for their family. The East-West Seed Knowledge Transfer (EWS-KT) foundation is supporting SHFs' access to vegetable markets through a one-year training program (across two cropping cycles) and together with Wageningen University and Research (WUR) intends to provide a gender-responsive agricultural extension system. Overall, this research project aims to improve farmers’ vegetable production, reduce the gender gap in agricultural participation and intrahousehold decision-making, and improve smallholder’s livelihoods. This report is based on a household survey covering 2562 respondents from 150 SHF communities in Kaduna and Kano. The baseline survey was a joint effort of Datametrics Associates Ltd. and WUR, consisting of two data collection rounds: the main survey round and supplementary survey round. Together, the surveys cover the different groups part of the study: key farmers, core farmers, other peer farmers, and the spouses of these farmers. The baseline survey provides insight into current agronomic practices, agricultural extension activities, SHF livelihoods, and women empowerment in Kaduna and Kano. Moreover, it assessed to which extent characteristics are balanced across socio-economic characteristics and current outcome indicators irrespective of their assignment to the treatment and control groups. Findings also helped to improve the formulated indicators for the evaluation of the project interventions.

Cooling technologies and long-term efficiency improvement of horticulture market agents: Panel data evidence from solar-powered cold-storage intervention in Nigeria

Modern cooling technologies, including cold storage, have been considered one of the critical tools to address increasingly complex challenges in agrifood systems in developing countries, including poverty, economic growth, food loss and waste, food and nutrition security, and environmental sustainability (e.g., IFPRI 2020; Kashyap & Agarwal 2020). Cold storage can minimize most human pathogens, ensuring enhanced food safety (Uçar & Özçelik 2013; Kopp & Mishra 2022) and contribute to increased consumption of micronutrient-rich horticulture crops (Schreinemachers et al. 2018). Cooling technologies can also improve market functions by enabling higher and more stable prices received by suppliers (Rakshit 2011; Schreinemachers et al. 2018) and reducing losses (Allen & de Brauw 2018). Cooling-chain development has been a significant part of food system transformation outside Africa South of the Sahara (SSA) (IFPRI 2020). Similar technologies may become more broadly relevant in SSA in the near future (Tschirley et al. 2015). Traditionally, the use of cold storage has been constrained by high energy consumption and adverse environmental effects like carbon emissions (Pueyo et al. 2020; Steyn et al. 2016). However, a growing set of potential energy solutions are being proposed and introduced on a pilot basis, including solar power (Takeshima et al. 2023).

Challenges and opportunities in Nigeria’s home-grown school feeding program: Toward a more efficient and sustainable model

This paper examines Nigeria’s Home-Grown School Feeding Program (HGSFP), an initiative that enhances traditional school feeding by supporting local agriculture. Operating across federal, state, and school levels, the HGSFP sources meals from local smallholder farmers, aiming to stimulate rural economies and improve food security. The program creates demand for locally grown food, encouraging farmers to increase productivity and adopt sustainable practices while providing them with stable income.

The HGSFP has successfully expanded its impact beyond students to benefit farmers, communities, and local businesses; despite these achievements, the program still faces challenges including funding constraints, logistical issues, and monitoring difficulties. By analyzing successful implementations in other countries that are characterized by strong government support, well-developed supply chains, and active community participation, the paper offers insights for improvement. The discussion concludes with evidence-based recommendations for policymakers and program administrators. These suggestions aim to enhance the HGSFP’s effectiveness, efficiency, and long-term sustainability, ultimately contributing to Nigeria’s broader agricultural and economic development goals.

Income diversification and the rural nonfarm economy

The rapid transformation of the rural sector between 2011 and 2021 has been well-documented in relation to farming and included profound changes in crops grown, farming practices, markets, and value chains. This transformation has been described in this volume, as well as in Belton and Filipski (2019), Filipski et al. (2020), Boughton et al. (2018), and World Bank (2017). However, this period also witnessed a diversification of activities away from agriculture, with incomes shifting away from reliance on subsistence farming and agriculture in general. The contributions of wage work and rural nonfarm businesses are growing in importance as the rural sector moves beyond an agrarian model in which primary agricultural production is the dominant source of wealth. Though the general equilibrium analysis from Chapter 2 shows that agriculture remains a major driver of economic activity, a micro-level analysis finds that activities either downstream in the food value chain or outside of the food system entirely are now responsible for large shares of rural incomes.

Agricultural mechanization: Drivers and characteristics

Widespread agricultural mechanization is a very recent phenomenon in Myanmar. In 2010, just 0.5 percent of farm households in the Delta used combine harvesters, and only 6 percent used threshers. A study of farm production economics in the country’s main agricultural zones in 2013/14 found that only 1 percent of paddy-cultivating households used combine harvesters. This was attributed to a combination of low wages and surplus labor in rural areas, poor infrastructure, a poor regulatory environment, and a lack of access to long-term capital among farmers.

However, Myanmar’s policy reforms and reintegration into regional and global markets between 2011 and 2020 contributed to increasingly dynamic conditions, including economic growth averaging 7 percent per year (ADB 2018), accelerating out-migration from rural areas, and rapid rural transformation. This context gave rise to rapid and widespread agricultural mechanization.

This chapter compares data from two pairs of complementary surveys to assess the effects of these economic changes on the uptake of agricultural mechanization. We combine demand-side (farm household) and supply-side
(agricultural machinery retailer) surveys implemented between 2016 and 2018 across two major agroecological zones—a deltaic rice-growing environment (the Delta) and a rainfed semiarid zone (the Dry Zone). This approach allows
for triangulation of results and captures variations in mechanization across geographies. In addition, we use data from multiple rounds of rapid assessments to evaluate the impacts of COVID-19 and other recent shocks.

2024 annual trends and outlook report: Advancing the climate and bioeconomy agenda in Africa for resilient and sustainable agrifood systems

The 2024 edition of the Annual Trends and Outlook Report (ATOR) explores the challenges posed by the climate crisis to agrifood systems and the opportunities offered by a transition to a bioeconomy to mitigate and adapt to the adverse impacts of climate change. This ATOR seeks to support the ongoing development and the subsequent implementation of a new 10-year Comprehensive Africa Agriculture Development Programme (CAADP) strategy by the African Union through the renewed and updated post-Malabo CAADP agenda.

Food processing: A stalled transformation

Processed foods account for 80 percent of global food sales. Such foods are becoming increasingly important in low- and middle-income countries, driven by growing demand for convenient and ready-to-eat products. The aim of this chapter is to analyze the state and evolution of food processing in Myanmar and to assess the effect of the crises (COVID-19 and the military coup) on the different segments—production, trade, and consumption—of the sector. This assessment is important given the possible implications of changes in food processing for agriculture, employment opportunities in the food processing industry and food service sector, and nutritional outcomes.

Climate action and bioeconomy transition: Mainstreaming environmental sustainability in the Post-Malabo Agenda of the Comprehensive Africa Agriculture Development Programme

The concepts of the green economy, circular economy, blue economy, and bioeconomy started emerging in response to the multidimensional economic, socioecological, and climate change crises. These concepts are becoming popular in sustainability discussions in policy, scientific research, and business and are expected to promote sustainability through different pathways of transformation. Each of these frameworks offers a comprehensive package of solutions, yet all point toward renewable, bio-based processes and nature-based or nature-friendly solutions (Kirchherr, Reike, and Hekkert 2017; Geissdoerfer et al. 2017; D’Amato and Korhonen 2021). The bioeconomy, which is more focused on biological and nature-based/positive processes, is usually viewed as a more holistic concept that encompasses principles of the green economy, circular economy, and blue economy (Figure 12.1).

Adaptation actions to climate change in African agriculture: Effectiveness and challenges

Climate change poses a significant burden to African development and economic growth, impacting households at both national and regional levels. While accounting for only 3–4 percent of global emissions, Africa is most vulnerable to climate change due to low levels of socioeconomic growth (Kikstra et al. 2022). Africa’s vulnerability to climate change is exacerbated by its reliance on rain-fed agriculture, environmental degradation, inadequate infrastructure, widespread poverty, and increased frequency and intensity of climate-related disasters. These factors make Africa highly susceptible to climate-related disruptions such as droughts and floods and can amplify the impact of climate-related disasters on communities, economies, and ecosystems (UNECA 2013; WMO 2020). Effective adaptation strategies and risk financing mechanisms are crucial for building regional adaptive capacity and resilience.

The impact of climate change on African economies and opportunities for agrifood system transformation

As in the rest of the world, the climate is changing in Africa, with data showing a slightly faster warming trend than the global average of around +0.2°C per decade for the 1991–2022 period. In Africa, the average rate of change of temperature was around +0.3°C per decade between 1991 and 2022, while it was estimated at +0.2°C per decade between 1961 and 1990. In addition, all six African subregions have experienced an increase in warming over the past 60 years compared with the period before 1960. Due to global warming, Africa is observing a change in precipitation patterns, a rise in sea level, and an increase in the frequency and intensity of extreme weather events such as droughts, floods, extreme heat, and cyclones (WMO 2023). For instance, the report on the State of the Climate in Africa in 2022 (WMO 2023) showed that precipitation anomalies were above the 1991–2020 average in northeastern Africa, large parts of West Africa, the eastern Sahel region, Sudan, and parts of South Africa. In addition, several regions experienced rainfall deficits including the western part of North Africa, the Horn of Africa, portions of southern Africa, and Madagascar. Sea level rise in Africa’s seven coastal regions has been similar to the global sea level average rate of increase of 3.4 millimeters (plus or minus 0.3 millimeters) per year between 1990 and 2020. In addition, extreme weather events are growing in frequency and intensity. With respect to extreme weather events including droughts, floods, extreme heat, and cyclones, data from the Emergency Event Database in Africa showed that 80 meteorological, hydrological, and climate-related hazards were reported in 2022 (WMO 2023).

The converging climate change and bioeconomy agendas as a pathway toward implementing the post-Malabo CAADP agenda

In June 2014, the African heads of state and government adopted the Malabo Declaration on Accelerated Agricultural Growth and Transformation for Shared Prosperity and Improved Livelihoods. The declaration contains a set of concrete goals to be attained by 2025, known as the Comprehensive Africa Agriculture Development Programme (CAADP), which in turn functions as the main policy framework for the African Union (AU) in the agricultural sector. The declaration thus provided a new direction for a more focused approach to achieving the continent’s vision for agricultural growth and transformation (AUC 2014). According to the African Union Commission (AUC) and the African Union Development Agency (AUDA-NEPAD), the CAADP was designed as a practical instrument and framework through which Africa was going to drive efforts to achieve the Millennium Development Goals. The importance of evidence to inform policy design and implementation, inclusive participation of multiple stakeholder groups at all stages of the policy process, and mutual accountability for actions and results are at the heart of the CAADP. These principles help formulate high-quality policies and ensure that successful policies are scaled up while unsuccessful ones are adjusted. Since the adoption of the Malabo Declaration, 10 years have elapsed, and considerable progress toward achieving some of its targets is visible across the continent. With the lifespan of the Malabo Declaration coming to an end, the AU proactively initiated the design of a new 10-year strategy, covering the period from 2026 to 2035. As Africa has embarked on designing this successor strategy, it faces multiple complex challenges compounded by the climate crisis. With the opportune timing of this Annual Trends and Outlook Report, this chapter explores how the convergence of the climate change agenda and the transition to a bioeconomy will shape future strategic political decisions across the continent, effecting an equitable and sustainable transformation of agrifood systems. Thus, the bioeconomy can be a solution to future challenges resulting from climate change (for example, climate adaption) vis-à-vis the challenges of avoiding the unsustainable use of natural resources (through climate mitigation, land use change, and the sustainable use of inputs). Simultaneously, the bioeconomy will generate opportunities for new markets—including markets for bioproducts, bioenergy or food based on insects or waste, and carbon engineering (markets that are discussed in Featured Issue 1).

A nutrition-sensitive circular bioeconomy for food systems transformation in Africa

Africa’s commitment to creating a sustainable and self-sufficient economy for its rapidly growing population has led to programmatic actions aimed at meeting local food, energy, and material demands sustainably and without compromising planetary boundaries (Africa Business Page 2022; Agri SA 2023). The bioeconomy has become a primary focus of this transformative blueprint, generally positioned as a vehicle for generating and using bioresources in meeting local demands for abundance, sustainable goods, and services (Gatune, Ozor, and Oriama 2021; Malabo Montpellier Panel 2022). However, the implementation momentum of the bioeconomy is incumbent on a well-planned and objective-oriented policy framework that supports generation of scientific evidence and reasonable investment structures, among other requirements for implementation (East African Community 2022; Pachón et al. 2018).

Just energy transition: Challenges and low carbon pathways for Africa

Transitioning to renewable energy is a critical part of addressing climate change and ensuring sustainable development. However, if this transition does not consider the social, economic, and financial implications for African countries, it cannot be considered a “just” transition for Africa. At the social level, the transition to low-carbon pathways, such as renewable energy sources, will create new employment opportunities. However, poor countries and marginalized populations may face disproportionate challenges during this transition if they are excluded from decision-making processes or do not benefit from these new job prospects. It is therefore essential to ensure that low-carbon pathways help reduce social inequalities and improve livelihoods for people in these countries and communities. At the economic and financial levels, transitioning to low-carbon pathways will require significant funding to develop national or regional value chains, invest in research and development, and build capacity. International financial support will be crucial for developing countries, especially in Africa, to ensure a just transition.

Does nutrition-sensitive social protection build longer-term resilience? Experimental evidence from Bangladesh

Evidence shows that cash and in-kind transfer programs increase food security while interventions are ongoing, including during or immediately after shocks. But less is known about whether receipt of these programs can have protective effects for household food security against shocks that occur several years after interventions end. We study the effects of a transfer program implemented as a cluster-randomized control trial in rural Bangladesh from 2012-2014 – the Transfer Modality Research Initiative (TMRI) – on food security in the context of the COVID-19 pandemic. We assess TMRI’s impacts at three post-program time points: before the shock (2018), amidst the shock (2021), and after the immediate effects of the shock (2022). We find that TMRI showed protective effects on household food security during and after the pandemic, but program design features “mattered”; positive impacts were only seen in the treatment arm that combined cash transfers with nutrition behavior change communication (Cash+BCC). Other treatment arms – cash only, and food only – showed no significant sustained effects on our household food security measures after the intervention ended, nor did they show protective effects during the pandemic. A plausible mechanism is that investments made by Cash+BCC households in productive assets – specifically livestock – increased their pre-shock resilience capacity.

A guide to developing quantitative tools for measuring gender norms in agrifood systems

Increasingly, gender transformative approaches (GTAs), which seek to transform the underlying causes of gender inequalities, including discriminatory gender norms, are being used in agrifood systems (AFS) interventions. A growing body of evidence finds that GTAs contribute to positive impacts on a wide range of important development outcomes and have potential for improving gender equality. One limitation to better understanding changes in AFS-based gender norms as a result of GTAs is a lack of appropriate quantitative tools for measuring these norms. This work is an important step in filling that gap. Herein we detail the collaborative process that we undertook in Nigeria and Tanzania to develop a quantitative approach to measuring gender norms in the cassava, poultry, and fisheries value chains in each country. We then provide guidance for how implementing and research partners using GTAs in AFS can apply our learnings to their own work.

Varietal turnover in potato and its effect on yield: Evidence from household surveys in India

Potato remains a crucial crop for achieving India’s food security goals and generating income for small-scale farmers. But India, the largest potato producer after China, remains behind many of its peers in attaining high yield. A low varietal replacement rate could be one of the major reasons for low yield in India. This critical issue warrants investigation, yet empirical results remain limited in the Indian context. Drawing on data from a comprehensive field survey of 892 potato growing farmers conducted in 2018–19 across five major potato-producing states in India, we find the determinants of the average area-weighted age of potato varieties used, and their impact on potato yield. The instrumental variable regression analysis establishes a negative association between varietal age and yield of potato. It also underscores the importance of access to weather forecast and linkages with agricultural organizations to achieve higher yield. Furthermore, it shows that household size, links to political party, and information about new seeds from friends, progressive farmers and input dealers are associated with lower varietal age. These insights will be instrumental for policymakers and potato breeders in promoting sustainable agricultural practices and boosting food security in India amidst the impending demographic challenges.

The agricultural transformation index

Agricultural transformation, in broad terms, is the process during which the agricultural sector develops from a low-productivity, subsistence-oriented sector to a modern, commercially oriented one. It typically involves adopting advanced technologies and more sustainable and efficient production practices, and results in higher agricultural productivity per worker, agricultural diversification into high-value crops, and rising rural incomes. Importantly, agricultural transformation is also seen as a catalyst for broader economic development and a structural shift towards industrialization in developing economies. Given the central role of agricultural transformation in driving such change, as well as its contribution to development objectives such as poverty reduction, improvements in diet quality, and environmental sustainability, it is useful to measure and monitor progress on agricultural transformation. This is the purpose of the Agricultural Transformation Index (ATI), a newly developed composite index constructed from four indicators of progress on agricultural transformation: staple crop productivity, crop diversification, agricultural labor productivity, and food system expansion. Together, these indicators, which are calculated from publicly available, global datasets, can be used to examine progress over time on global, regional, and national scales. In addition to being transparent and easy to interpret, the index can be updated annually as new data is released. As demonstrated in this study, the ATI produces a plausible ranking of countries and is highly correlated with indicators of overall economic wellbeing such as GDP per capita or household-specific welfare measures such as poverty or the prevalence of undernourishment. The ATI is not only useful for identifying countries in need of support from international development partners or tracking their progress on agricultural transformation but can also highlight specific areas of agricultural transformation where technical or investment support might be directed by governments or their partners.

To defer or differ: Experimental evidence on the role of cash transfers on Nigerian couples’ decision-making

We conduct an original lab-in-the-field experiment on the decision–making process of married couples over the allocation of rival and non-rival household goods. The experiment measures individual preferences over allocations and traces the process of deferral, consultation, communication and accommodation by which couples implement these preferences. We find few differences in individual preferences over allocations of goods. However, wives and husbands have strong preferences over process: women prefer to defer decisions to their husbands even when deferral is costly and is not observed by the husband; men rarely defer under any condition. Our study follows a randomized controlled trial that ended a year earlier and gave large cash transfers over eighteen months to half of the women in the study. We estimate the effect of treatment on the demand for agency among women and find that the receipt of cash transfers does not change women’s bargaining process except in a secret condition when the decision to defer is shrouded from her husband. This suggests that the cash transfer to women increases their demand for agency but does not change the intra-household balance of power enough to allow them to express it publicly.

Take-up of cash loans vs. agricultural input loans: A pilot study

Smallholder farmers must invest in agricultural inputs (i.e., seeds, chemicals, equipment, land, and labor) during the planting season before earning income from the sale of agricultural produce after harvest. Credit can help relax liquidity constraints. In rural Nigeria, access to credit is limited, especially formal credit from financial institutions. Less than a third of households in rural Nigeria report using credit and only two percent of rural households borrowed credit from formal financial institutions (EFInA 2020). The rest is borrowed informally from friends, family, or local money lenders. Credit can take many different forms. For example, credit can take the form of a cash loan, where funds are provided to a borrower to make an investment of any kind. Another common form of credit is when specific goods, for instance agricultural inputs, are provided in advance to a payment. In both cases, the borrower must pay back both the loan amount, and any interest incurred from the loan. We partnered with Crop2Cash, a digital financial technology startup company operating in Nigeria, to test take-up for
these two forms of credit.

Africa Agriculture Trade Monitor 2024

The 2024 AATM investigates critical issues related to African agricultural trade. As in previous editions of the report, we have developed a database that corrects discrepancies in trade flow values, as reported by importing and exporting countries, as the basis for analyzing Africa’s international, domestic, and regional economic community (REC) trade. Given the pressing need to address climate change and curb greenhouse gas emissions, this year’s AATM takes an in-depth look at the relationship between climate change, water use, and emissions and African agricultural trade.

Impact of climate change on trade in Africa

The literature on the complex relationship between trade and climate change is rich. While trade can affect climate change through dirty production techniques or carbon emissions due to transport (Brenton and Chemutai 2021), climate change can affect trade through its effect on agricultural productivity (Ben Zaied and Cheikh 2015; Chandio et al. 2020), production, and thus countries’ specialization (Gouel and Laborde 2021), primarily due to high temperatures and water stress (Hamududu and Ngoma 2020). As Africa is a net importer of agricultural products, the consequence is that climate change will likely affect food security in the medium and long term. Against this background, the objective of this chapter is twofold. First, we examine the extent to which African countries are exposed to climate change relative to other regions of the world. Second, we show how Africa’s comparative advantages can be altered with rising temperatures and water stress. Our main findings show that climate change effects in Africa are more pronounced than in other regions, reflected in the increase in extreme weather events associated with rising temperatures and greater variability in precipitation. These developments are likely to increase the number of food insecure people. Furthermore, we identify how climate change can affect African countries’ specialization based on products’ sensitivity to changes in temperature and their dependence on water. We show that several crops (such as leguminous vegetables, edible nuts and coconuts, groundnuts, oilseeds, and oleaginous fruits) will be affected by climate change. Other crops’ production may be less affected, but their future expansion may be limited by climate change–related factors.

Gender and age gaps in voice & agency in community governance: The value of female local political representation in India and Africa South of the Sahara under intensifying conflicts and climate uncertainty

Expanding women’s voice and agency (VA) within governance and decision-making has increasingly been recognized as necessary for promoting women’s welfare, community development, and inclusive food systems. VA are critical components of gender equality, in addition to access to resources and economic opportunities. While agency relates to an individual’s ability to make meaningful choices (our specific focus is on choices made beyond the household), voice within community governance and decision-making relates to an individual’s ability to play a public role in decision-making processes that affect one’s life. Exercising VA within community governance and decision-making involves having a meaningful say in the public sphere. Women’s VA within communities may strengthen resilience, increase women’s access to essential resources, improve women’s decision-making power in various domains including the household, and facilitate broader social networks for women. Sustainable Development Goal five on gender equality specifically targets the full and effective participation and equal opportunities for leadership for women at all levels of political life. However, gender gaps in VA are persistent. These gaps can be further aggravated by adverse external shocks, such as climate uncertainty and conflicts, which can impact resources, capital, and economic opportunities and which are often disproportionately harmful to women.

Sustainable livestock development in Sudan: Challenges, opportunities, and policy priorities

Livestock in Sudan plays a crucial role in the national economy, particularly in alleviating poverty and enhancing food security. Despite its significance, the last comprehensive livestock census for the country was conducted in 1975, resulting in now outdated and often unreliable data. Recent estimates by USAID indicate that Sudan ranks among the top three African countries in terms of livestock numbers, with an estimated 105.6 million animals. The livestock population in Sudan is predominantly composed of camels, goats, sheep, and cattle. The spatial distribution of livestock is variable and influenced by local factors such as feed resources, land use, and ecological conditions. The Greater Kordofan and Greater Darfur regions have the largest livestock numbers. However, discrepancies between official statistics and field data show the need for updated and accurate livestock data. The livestock sector provides 40 percent of employment and 34 percent of Sudan’s agricultural gross domestic product (GDP). The livestock sector is a vital source of foreign exchange for the Sudanese economy through exports of livestock and livestock products. Besides its economic contributions, the livestock sector provides essential food products, including meat, eggs, and milk, and draught power for agricultural operations and transportation, particularly in rural areas. However, relative to irrigated agriculture, the sector faces challenges due to underinvestment and minimal government attention.

What role does conflict play in fertilizer use and maize yield response in Nigeria?

While increased use of inorganic fertilizer has been recommended to achieve increased maize productivity, studies on the effects of violent conflicts have also demonstrated the possible moderating influence of conflict on agricultural input use. However, the various pathways and extent through which affects fertilizer use and maize yield response to fertilizer use remain poorly understood. In this study, we used the ACLED geocoded longitudinal dataset based on the Nigeria LSMS-ISA panel survey to assess the impact of violent conflicts on fertilizer use and maize yield response in Nigeria. Understanding this effect of conflict on fertilizer use and maize yield response could be relevant to better understand smallholders resource use decisions in the context of other countries experiencing similar violent and serves as building block for understanding how factors outside the control of agronomic field experiments affect economic incentives for fertilizer use and yield of smallholder farmers.

Gender Equality research initiative
Gender Equality (HER+) is a One CGIAR Research Initiative seeking to address the following four dimensions of gender inequality in agrifood systems:
o Women’s lack of agency or limited ability to define and act on goals, make decisions that matter to them,
and participate in the economy and in public life;
o Women’s lack of access to and control over resources;
o Social norms that discriminate based on gender; and
o Policies and governance that fail to include and benefit women.

HER+ uses impactful gender research to address the four dimensions of gender inequality by applying gender-transformative approaches to address harmful norms. It does this by bundling innovations for women’s empowerment, leveraging social protection to increase women’s access to and control over resources, and promoting inclusive governance and policies for increased resilience. HER+ will generate learning and evidence on levers and entry points to disrupt the foundations of inequality in agrifood systems (AFS).

Innovation process tracing assessment: Methodological approach and guiding principles

The "Rethinking Food Markets and Value Chains for Inclusion and Sustainability” Initiative aims to provide evidence on what types of bundled innovations, incentive structures, and policies are most effective for creating more equitable sharing of income and employment opportunities in growing food markets while reducing the food sector’s environmental footprint. The Initiative targets approximately 30,000 individuals across six geographical areas, focusing on four key innovation areas: vertical coordination models, product quality certification, digital logistics, and finance innovations, along with global knowledge assessment. The approach to evaluating the initiative's impact is based on a combination of theory-based methodologies, explicitly focusing on Process Tracing (PT) for the impact evaluation phase. The evaluation is designed to reflect on the success and learnings of the initiative while strengthening CGIAR's practice of theory-based methods such as PT and integrating innovative techniques like "causal hotspots" and Outcome Harvesting for more nuanced analysis.
At its core, this evaluation prioritizes and focuses on detailed case studies of selected innovation bundles. This distinctive feature allows for an in-depth analysis of significant outcomes within the initiative. The selection process is guided by the "causal hotspot" strategy for Contribution Analysis (CA) combined with Outcome Harvesting (OH), which helps identify key areas of impact prior to the PT application. The PT methodology is then rigorously applied to examine the plausibility of each innovation's contributions and the strength of supporting evidence. This provides valuable insights to scaling efforts and evidence-based decision-making.

Revisiting the demand and profitability of chemical fertilizers amid global fuel-food-fertilizer crisis: Evidence from Ethiopia

We revisit the state of smallholder fertilizer demand and profitability in Ethiopia in the face of the recent global fuel–food–fertilizer price crisis triggered by the Russian–Ukraine war and compounded by other domestic supply shocks. We first examine farmers’ response to changes in both fertilizer and food prices by estimating price elasticity of demand. We then revisit the profitability of fertilizer by computing average value–cost ratios (AVCRs) associated with fertilizer application before and after these crises. We use three-round detailed longitudinal household survey data, covering both pre-crisis (2016 and 2019) and post-crisis (2023) production periods, focusing on three main staple crops in Ethiopia (maize, teff, and wheat). Our analysis shows that fertilizer adoption, use, and yield levels were increasing until the recent crises, but these trends seem halted by these crises. We also find relatively large fertilizer price elasticity of demand estimates, ranging between 0.4 and 1.1, which vary across crops and are substantially larger than previous estimates. We find suggestive evidence that households with smaller farm sizes are relatively more responsive to changes in fertilizer prices. We also document that farmers’ response to increases in staple crop prices is not as strong as perceived and hence appears to be statistically insignificant. Finally, we show important dynamics in the profitability of chemical fertilizer. While the AVCRs show profitable trends for most crops, the share of farmers with profitable AVCRs declined following the fertilizer price surge. Our findings offer important insights for policy focusing on mitigating the adverse effects of fertilizer price shocks.

The International Model for Policy Analysis of Agricultural Commodities and Trade (IMPACT): Model documentation for version 3.6

The International Food Policy Research Institute’s IMPACT model is a robust tool for analyzing global and regional challenges in food, agriculture, and natural resources. Continuously updated and refined, IMPACT version 3.6 is the latest update to the model for continuously improving the treatment of complex issues, including climate change, food security, and economic development. IMPACT 3.6 multimarket model integrates climate, crop simulation, and water models into a comprehensive system, providing decision-makers with a flexible platform to assess the potential impacts of various scenarios on biophysical systems, socioeconomic trends, technologies, and policies.

The effectiveness of cash and cash plus interventions on livelihoods outcomes: Evidence from a systematic review and meta-analysis

Over the last 20 years, a burgeoning scholarly literature has analyzed the effects of cash transfer and cash plus interventions in a wide range of contexts and using a range of empirical designs. We conduct a systematic review and meta-analysis to estimate the pooled effect of any cash or cash plus intervention on livelihoods-related outcomes (consumption, income and labor supply), ultimately compiling 305 different treatment estimates from 155 treatment arms in 104 studies (and in 43 countries). Using random effects and multilevel models, our findings suggest that cash transfer programming is associated with an increase of between $1 and $2 in monthly household consumption and income per $100 in cumulative transfers, an effect that persists for a period of roughly three years (inclusive of the period of program implementation); this effect is meaningfully larger (as much as $4 larger) for cash transfer programs that also include a cash plus livelihoods intervention. There are no significant effects observed on labor force participation. We also present a range of estimates capturing the longer-term (cumulative) effects of cash transfers on consumption under alternate assumptions.

Designing gender- and youth-responsive agronomic solutions: accelerating the use of digital tools for delivering agronomic advice through a public-private partnership extension model in Rwanda

This report is part of a study series offering insights into the potential of Excellence in Agronomy (EiA) Use Cases to adjust the agronomic solutions offered through the Minimum Viable Products (MVP) to better reach, benefit, and empower women and
youths, and to transform norms that cause gender and social inequalities. These efforts are guided appropriately by the Reach-Benefit-Empower-Transform framework that highlights the importance of not only reaching women and young people, but also making sure that they benefit from any interventions, that the interventions further help increase their empowerment, and lead to a transformation of any restrictive attitudes, norms, and power relations that are the root causes of gender and social inequalities.

Farmer groups as ICT Hubs: Findings from a cluster-randomized controlled trial in Malawi

Many rural producer groups face poor management practices, low productivity, and weak market linkages. An information and communication technology (ICT)-based intervention bundle was provided to producer groups to transform them into ICT hubs, where members learn about and adopt improved management practices and increase their productivity and incomes. The intervention bundle includes phone messages and videos, promotion of the call center/hotline, and facilitation of radio listening clubs and collective marketing. The study, a cluster-randomized controlled trial, randomly assigned 59 groups into treatment groups and 59 into control groups. After 18 months of interventions, results show positive but small impact on crop sales (USD65 per household) and no impact on productivity. The income effect was mainly from Kasungu and Nkhota-kota, which experienced increased production and sales of rice, soybean, and groundnut and received higher prices due to collective marketing. Farmers in Kasungu and Nkhota-kota improved a few agricultural management practices, while farmers in other districts did not improve their management practices. Results show more farmers accessing phone messaging on agriculture and markets, greater awareness and use of the call center, more listening groups established, and more farmers—especially women—joining these groups. Nevertheless, coverage and uptake remain very low, which are likely reasons for the limited impact.

Building policy coherence into Nigeria’s agri-food system: options for more effective coordination and integration

Nigeria faces a plethora of challenges ranging from malnutrition and food insecurity, violent land tenurial conflicts and water insecurity in a changing climate. This situation threatens economic growth and development, particularly, the achievement of key targets of the Sustainable Development Goals related to SDG 1 (eliminate all forms of poverty), SDG 2 (zero hunger), SDG 5 (gender equality), SDG 6 (Clean water and sanitation), SDG 13 (climate action), SDG 14 (Conserve and sustainably use the oceans, seas, and marine resources for sustainable development) and 15 (life on land). Another pertinent challenge impeding the achievement of the goals is the lack of synergies and inadequate coordination between and within policies and development programming. The CGIAR Initiative on National Policies and Strategies (NPS), aims to contribute to agri-foods system transformation, by identifying ways of building stronger food, land and water policies with greater coherence and investment capacity, to support Nigeria in addressing current crises and future development needs.
This guidance brief is based on insights from a study on the policy (in)coherence in food, land and water systems in Nigeria. Using the CGIAR NPS, Policies and Institutions Landscape Framework, four policies: the National Water Resources Policy 2016; Agriculture Promotion Policy 2016; The National Policy on Food Safety and its Implementation Strategy (2014) and the National Biodiversity Strategy and Action Plan 2016-2020, were analysed. The study indicates that most of the FLW policies significantly complement one another (horizontal coherence), by promoting food sufficiency and improved livelihoods for especially rural dwellers. However, the National Water Resources Policy 2016, Agriculture Promotion Policy (2016) and the National Biodiversity Strategy and Action Plan (2016-2020) have contradicting objectives. There is seemingly harmonious coordination (vertical coherence) of the formulated policies across different tiers of government in the country, but not evident through the implementation of the policies, due to less coordination and accountability. All the four selected policies analyzed in the study were found to be financially incoherent. The average annual national financial commitment fails to meet up with the annual investment requirements of the FLW systems, leading to policy ineffectiveness in addressing critical socio-economic and agri-food challenges. The Initiative can support policy makers in addressing the incoherences and positively transform FLW systems by co-creating and facilitating policy frameworks and pathways.

Impacts of Africa RISING in Malawi

This study evaluates the impact of Africa RISING, a large-scale sustainable intensification (SI) program that has been implemented in Central Malawi’s Dedza and Ntcheu districts beginning in 2012. Using a participatory action research framework, the program validated and promoted alternative SI options including fertilized maize, maize-legume intercropping, intercropping of two compatible legumes, cereal-legume rotation, and double-row planting of legumes. Impact is estimated on several SI indicators and domains using two rounds of panel data and difference-in-differences techniques. The unique study design allowed us to estimate impact by comparing outcomes among program beneficiaries with two different counterfactual groups—one located inside program villages (within village comparison) and another in non-program (control) villages (out-of-village comparison). We also conduct a placebo test comparing non-beneficiaries in the two counterfactual groups. The within-village comparison shows positive impact on several agricultural and economic indicators including access to agricultural information, value of harvest, on-farm diversity, labor profitability, annual net household income, per capita household consumption expenditure, household wealth, and household dietary diversity score. We do not find a statistically significant impact on human indicators such as child and maternal nutrition. Estimates based on within-village, out-of-village, and placebo comparisons suggest important insights about the challenges in assessing the impact of agricultural programs in general and, specifically, participatory multi-intervention programs in the presence of sample (self-)selection and spillovers. Our study highlights important lessons learned to inform future program design and impact assessments.

Impacts of Africa RISING in Mali

Using a participatory action research framework, the program validated and promoted alternative SI options including fertilized groundnut and sorghum, crop-legume intercropping, intercropping of two compatible legumes, access to extension services, and fertilizer microdosing, while preserving ecosystem services in the face of projected population growth and climatic changes. Impact is estimated on several SI indicators and domains using two rounds of quasi-experimental panel data (surveys conducted in 2014 and 2022) and difference-in-differences techniques. The unique study design allows us to estimate the impact of Africa RISING by comparing outcomes among program beneficiaries with two different counterfactual groups—one located inside program villages (within-village comparison) and another in non-program (control) villages (out-of-village comparison) on several indicators across five SI domains—environment, productivity, economic, human, and social. We also conduct a placebo test comparing non-beneficiaries in the two counterfactual groups. We find few statistically significant differences in the averages of the characteristics in the environmental and productivity domain among households in the within-village and out-of-village comparisons, most likely because of misreporting of program participation. Overall comparisons between households in target and non-target villages show a positive impact of AR on environmental variables such as access to extension services, and adoption of improved crops; on productivity variables such as green bean, cotton and okra yield; and on economic variables such as an increase in the non-agricultural wealth index; but no statistically significant effect on human and social indicators, namely household dietary diversity, food consumption scores, and nutritional indicators for children 0–59 months old and women 15–49 years old. Estimates based on within-village, out-of-village, and placebo comparisons suggest important insights about the challenges in assessing the impact of agricultural programs in general and, specifically, participatory multi-intervention programs in the presence of sample (self-)selection and spillovers. Our study highlights useful empirical lessons learned to inform future program design and impact assessments.

Africa RISING impact assessment report

This report summarizes lessons from cross-country analyses of the impact of the Africa RISING (AR) program. Implemented in six countries—Ethiopia, Malawi, Tanzania, Zambia, Mali, and Ghana—AR aimed to provide pathways out of hunger and poverty for smallholders by sustainably intensifying their farming systems in order to enhance income and food security, particularly for women and children, while conserving or enhancing the natural resource base. Phase I (2012–2016) focused on the validation of demand-driven sustainable intensification (SI) innovations, while Phase II (2016–2022) focused on the scaling of a subset of validated SI innovations in partnership with development partners.

Our impact assessment studies covered all program countries, except Zambia, and are based on two rounds of household panel survey data, excluding Ethiopia for which program effect is estimated using one round of survey data. Impact is estimated using the difference-in-differences method for countries with panel data or, for Ethiopia, based on simple comparison of outcomes between program beneficiaries and non-beneficiaries. The choice of impact indicators is guided by the Sustainable Intensification Assessment Framework (SIAF) framework and survey data availability. Impact indicators encompass the five sustainable intensification (SI) domains discussed in the SIAF: environment, productivity, economic, human, and social.

Rural income diversification in Rwanda: Opportunities and challenges

The Government of Rwanda continues to work to accelerate structural transformation to expand and diversify the country’s economy. High rural population density and small agricultural landholdings are driving workers from agricultural households to seek employment outside of farming. Using representative data on agricultural production and employment for rural households in Rwanda from 2022, this research evaluates the opportunities rural households have to diversify their labor portfolios. We find that, rather than nonfarm household enterprises developing to meet greater rural service and goods demand, agriculture wage labor is the dominant source of off-own-farm employment. However, such informal agricultural wage labor is seen as low-productivity work and is among the lowest paid. Among nonfarm employment options, nonfarm businesses generate less income than nonagricultural wage labor, likely reflecting high barriers to entrepreneurship and low demand for off-farm services in rural areas.

In contrast to employment profiles from other low-income countries, we find that the probability of a worker from an agricultural household in Rwanda engaging in rural, off-farm wage labor decreases as household welfare increases. Agricultural households that have workers seeking to hire out their labor tend to have the smallest landholdings, while households that hire in labor have the largest landholdings. Additionally, households with a higher share of members who completed primary education are less likely to hire out their labor, especially for agriculture wage work. These results suggest that programs that offer support services to agricultural households, such as financial services and affordable and relevant education, may be important in incentivizing these households to engage in entrepreneurship and form their own businesses or to seek wage employment in more remunerative sectors than agriculture.

Impact evaluation of the use of PBR cowpea in Nigeria: Baseline process evaluation report

This process evaluation (PE) is part of a five-year (2021–2026) impact evaluation (IE) of the use of a new pod-borer-resistant (PBR) cowpea variety in Nigeria, a project led by the International Food Policy Research Institute (IFPRI) and funded by the United States Agency for International Development (USAID). While the IE draws from a representative sample of 1,399 farmers to determine the causal impacts of the use of PBR cowpea, the PE complements the IE by exploring in detail the potential adoption of the PBR cowpea variety and the reasons for adoption or non adoption, including its potential impacts on actors throughout the value chain. A program impact pathway (PIP) is the basis of this PE. The PIP identifies how impacts emerge from program inputs, processes, outputs, and outcomes to highlight barriers and facilitators of adoption. Given that this PE was conducted before the rollout of PBR cowpea in the IE, the analysis focuses on the potential of this innovative seed to achieve positive outputs and outcomes based on the PIP. Qualitative data were gathered from eight focus group discussions with farmers and 180 semi-structured interviews conducted with farmers, extension agents, seed dealers, and cowpea traders from eight local government areas (LGAs) in the states of Adamawa and Kwara. Given that the data are qualitative, the data are not representative. However, important insights were found that can help guide the IE.

Impact evaluation of the use of PBR cowpea in Nigeria: Baseline report

Nigeria is the largest consumer and producer of cowpea in Africa. Produced predominantly by smallholder farmers, cowpea is relied on by millions of Nigerians and is one of their main sources of affordable protein. Despite cowpea’s economic relevance (Nwagboso et al. 2024; Phillip et al. 2019), cowpea yields in Nigeria have barely grown over the last 20 years. One of the main abiotic constraints of the crop is the pod-borer insect (Maruca vitrata), which can cause damages of up to 80 percent. Given that conventional breeding has not been successful in addressing this constraint, local and international efforts over the last decades focused on developing a pod-borer-resistant (PBR) cowpea. The culmination of these efforts in Nigeria was the commercial release of the PBR cowpea variety SAMPEA-20T in late 2019. This is a significant milestone, as it was the first transgenic food crop to be approved for cultivation in Nigeria. In its programming under the “Feed the Future Innovative Maize and Cowpea Technologies to Increase Food and Nutrition Security in Africa” activity, implemented by the African Agricultural Technology Foundation (AATF), the United States Agency for International Development (USAID) aims for an adoption rate of PBR cowpea in Nigeria of 25 percent by 2025, with yield gains of 20 percent and accompanying reductions in pesticide applications. The International Food Policy Research Institute’s (IFPRI) Program for Biosafety Systems (PBS) is leading a five-year (2021–2026) impact evaluation (IE) project, funded by USAID. The study goal is to generate causal evidence of the use of the PBR cowpea variety and its consequential household and farm impacts and associated value chain effects. In a collaboration with IFPRI’s Nigeria Country Office, PBS is leading and coordinating the overall study while the IFPRI-Nigeria Country Office designs and implements the quantitative and qualitative approaches to the evaluation. IFPRI has worked with technology developers, the AATF and its partners (including private local seed companies), to ensure access to necessary data and cooperation by the evaluation team, while maintaining the team’s independence. To ensure such required independence, the evaluation team has separated the cooperation in implementing the evaluation (including distributing inputs) from the data analysis. The evaluation team will continue to maintain its independence in the methodological approach and the analysis of the results from the implemented randomized controlled trial (RCT), adhering to international standards.
