2021 Social Accounting Matrix for Nigeria

The 2021 Nigeria Social Accounting Matrix (SAM) follows IFPRI's Standard Nexus SAM approach, by focusing on consistency, comparability, and transparency of data. The Nexus SAMs available on IFPRI's website separates domestic production into 42 activities. Factors are disaggregated into labor, agricultural land, and capital, with labor further disaggregated across three education-based categories. The household account is divided into 10 representative household groups: Rural and urban households across per capita consumption quintiles. Nexus SAMs support the improvement of model-based research and policy analysis in developing countries and allow for more robust cross-country comparisons of national economic structures, especially agriculture-food systems.

Food Security Simulator — Nigeria

The Food Security Simulator is an innovative and easy-to-use, MS-Excel-based tool for assessing the potential short-term impacts of food price or household income shocks on food security and people’s diets. The Simulator is an ideal tool for first-cut forward-looking evaluations of direct, household-level outcomes of economic crises and policy responses in a timely manner. The tool allows users to enter positive and negative price or income changes in percentage terms and provides simulated changes for a diverse set of food-consumption- and diet-quality-related indicators. In addition to detailed tabular presentations of all simulation results by household income quintile and residential area, key indicator results are summarized in concise overview tables and visualized in graphs for easy export and use in reports. The underlying data include estimates from representative household survey data and rigorous, sophisticated food demand models to capture consumer behavior.

Third National Fadama Development Financing II Impact Study Household Survey in Yobe

This data was collected by IFPRI as part of the World Bank-funded project (Fadama III–Additional Financing (AF II) phase II ) that was implemented in North-Eastern Nigeria. The Project was supporting the recovery of the agriculture sector in the North East (NE) of Nigeria in response to support the Government’s recovery and reconstruction initiative. The project sought to respond to the urgent food and livelihood needs of farming households who were affected by conflicts in the six North-East states in Nigeria—Borno, Yobe, Adamawa, Taraba, Bauchi, and Gombe. The North East States suffered huge losses and damage to property, economic infrastructure, and livelihoods because of the insurgency. Among the participating communities and households, the project was intended to improve nutritional security, food security, household incomes, boost job creation, improve infrastructure and increase access to market information as well as enhancing the managerial capacities of the local communities. The North-Eastern region of Nigeria was renowned for its large agricultural potential, with 80 percent of the population engaged in farming and contributing significantly to the regional and national GDP. Over the past two decades, however, the region had regressed with low education levels, limited access to healthcare and other basic amenities, and low GDP per capita. A once-promising zone now trails the other regions of Nigeria across all socio-economic indicators. The NE region in most recent times has also borne the brunt of human casualty, loss of properties, and diminished livelihoods emanating from the Boko Haram terrorist insurgency. Towards the end of the project activities in 2018, IFPRI was contracted by the National Fadama Coordination Office (NFCO) in Abuja Nigeria which was the project implementing agency on behalf of the Government of Nigeria and World Bank to conduct an endline survey to collect primary data that would be used in rigorous impact assessment hence this data set. The endline survey collected both the project endline data ( 2018 measurements) and the retrospective baseline data ( 2016 measurements). The sample household survey covered all the six states in North-Eastern Nigeria that received project financial support. A total of 1800 households were sampled in both project treatment communities and non-project control communities. 2018 Social Accounting Matrix for Nigeria

The Nexus Project is a collaboration between IFPRI and its partners, including national statistical agencies and research institutions. Our aim is to improve the quality of social accounting matrices (SAMs) used for computable general equilibrium (CGE) modeling. The Nexus Project develops toolkits and establishes common data standards, procedures, and classification systems for constructing and updating national SAMs. The 2018 Nigeria SAM follows the Standard Nexus Structure. The open access version of the Nigeria SAM separates domestic production into 42 activities. Factors are disaggregated into labor, agricultural land, and capital. Labor is further disaggregated across three education categories. Representative households are disaggregated by rural and urban areas and by per capita expenditure quintile. The remaining accounts include enterprises, government, taxes, savings-and-investment, and the rest of the word.

Making Seed Systems and Markets for Vegetatively Propagated Crops (VPCs) Work for the Poor: A Cross-Country Study of Kenya, Nigeria, and Vietnam

Many developing-country farmers cultivating vegetatively propagated crops (VPCs)—crops such as cassava, potato, sweetpotato, and yam—face constrained access to quality planting material. This challenge is distinct from the challenges facing cereal crops, and is associated with both the unique biological and economic nature of vegetative propagation. Although technological solutions exist, there are other limiting factors relating to policies, institutions, and markets that shape VPC seed systems, e.g., quality assurance mechanisms, certification regulations, sanitary and phytosanitary standards, and plant variety protection. This research project aims to provide actionable evidence on policy and investment options to accelerate seed system and market development in countries where VPCs are important to food security and agricultural development. By taking a collaborative and multidisciplinary approach to the research, the project (1) analyzes current policy initiatives and success factors underpinning models that incentivize cost-effective multiplication and distribution of VPC seed to smallholders; and (2) develops a set of crop-specific case studies in Kenya, Nigeria, and Vietnam that encourage closer consideration of more appropriate policy options. This document provides a brief summary of the project and accompanies the key informant interview guides to collect data for analysis purposes.

Understanding Smallholder Private Irrigation in Abaji, Federal Capital Territory, Nigeria

Understanding the nature of small-scale private irrigation systems in countries like Nigeria is important. This survey provides relevant information from farmers using irrigation to cultivate four major crops, rice, maize, pepper, and okra. The survey focuses on two villages in Abaji Area Council within the Federal Capital Territory because the area has seen the growths of private irrigation recently, but relative to the drier northern Nigeria, these irrigation systems in the more humid areas in Central Nigeria have been understudied. The survey was conducted in late May 2017. The dataset consist of 178 farmers who irrigated at least one of their plots in 2017 season for growing either rice, maize, pepper or okra. It also includes information on various irrigation activities from the largest irrigated plot for each farm household. The information collected covers plot information, irrigation equipment / sources, inputs uses and outputs, irrigation adoption history, and household characteristics.

Informal Food Retail Trade in Nigeria's Secondary Cities

This data is from a study conducted on informal food retail in two of Nigeria’s secondary cities, Calabar and Minna. The aim of the survey is to gather information on the livelihoods of these traders and the governance constraints they encounter outside of the region’s capital and primate cities. Interviews with 1,097 informal food vendors – 530 in Calabar and 567 in Minna – across nine markets in each city, allow for a better understanding of the role of informal food vendors in secondary cities as a key component of agricultural transformation and food security, while also examining how their treatment by government officials affects their own food security and their ability to facilitate agricultural transformation. The survey is split into 11 survey modules: 1. Sampling (SA) – preliminary characteristics of the informal food trader 2. General Information (ID) – basic demographic, educational and household background information 3. Employment (EM) – details on current job 4. Business (BS) – information on business management and the associated fees paid to operate 5. Taxes and Fees (TX) – range of fees and taxes paid and the benefits received from those payments 6. Government Engagement (GE) – type and level of interaction between government officials and food traders 7. Food Safety and Food Security (FS) – awareness of food safety and source of personal food 8. Service Delivery and Accountability (SD) – services offered in the market and who could best deliver them 9. Public Participation and Associational Membership (PP) – involvement in different associations and participation in public and community affairs 10. Household Welfare (HW) – details on household assets and services 11. Final (FI) – enumerator observations

Small Survey of Tractor or Power Tiller Owners in Benue State, Nigeria

Understanding the nature of farm tractors ownership and their uses by private individuals who are mostly in the informal sector, is critical in African countries like Nigeria. This survey captures relevant information from tractor owners in Benue state in Nigeria. Benue state was selected because it was one of the seven focal states selected by the USAID in which IFPRI Nigeria project was requested to conduct research in 2018. Among the 7 states, Benue state has been selected because IFPRI’s earlier work, as well as secondary survey data and interactions with the local stakeholders, suggested that there had been significant growths of private sector tractor ownership and hiring-out services, but they had remained largely in the informal sector and information had been lacking. The survey covers 71 tractor owners in Benue states. The survey captures information regarding the nature of tractor usages, hiring business operations, evolutionary histories, and what challenges they have been able to overcome or continue to face.

Financial and Health Diaries 2012-2013: A Year-long Weekly Panel of Farming Households in Nigeria and Kenya

The Financial and Health Diaries capture high-detail high-frequency data on how low-income households in developing countries manage money and make spending choices around healthcare. The data provide detailed weekly information on individuals’ financial activities, health events and interactions with healthcare providers.

Segmentation Data for Nigeria and India States of Bihar, Odisha, and Uttar Pradesh

This dataset was compiled by processing and harmonizing multiple secondary datasets, covering Nigeria and three states in India (Bihar, Odisha, and Uttar Pradesh), to help those working in the agricultural development sector identify and characterize groups of smallholder farmers that have the highest potential leverage in terms of increasing agricultural productivity. The dataset includes multiple various covering the agricultural production constraints, opportunities, and gender issues of the identified groups, aiming to fill a data gap in the understanding of the context at the farm level and how that affects what types of technologies, practices, or services are needed.

Dietary Intakes, Vitamin A, and Iron Status of Women of Childbearing Age and Children 6-59 Months of Age from Akwa Ibom State in Nigeria

HarvestPlus, part of the CGIAR Research Program on Agriculture for Nutrition and Health (A4NH), seeks to improve the nutrient density of staple food crops through conventional plant breeding.the nutrient density of staple food crops through conventional plant breeding. In 2011, three first-wave varieties of yellow cassava, containing 6-7 ppm of provitamin A, were released in Nigeria, while the full target (15 ppm of provitamin A) varieties are expected to be released in 2015/2016. Initially, the target levels of provitamin A in cassava were set by using rough estimates on cassava intake (grams/day); bioconversion, the retinol equivalency of provitamin A carotenoids, and losses of provitamin A during processing and cooking. However, accurate information on the above parameters were needed to confirm our initial assumptions. A study on bioconversion was performed as well as retention studies. In the present study we aimed to assess the cassava intake and the vitamin A deficiency among women and preschool children in Nigeria. Therefore, we conducted a cross-sectional survey in rural to moderately-urbanized areas of Akwa-Ibom, a state identified as having high cassava consumption and high prevalence of vitamin A deficiency among children under the age of 5. The specific aims of the study were: 1) to quantify the cassava and nutrient intake, and 2) to assess the vitamin A and iron status among preschool children and women of childbearing age. ASTI Nigeria Database

This dataset includes national-level time series data on researcher capacity by qualification level, age bracket, discipline mix, and commodity, as well as a detailed breakdown of agricultural research investment across government, higher education, nonprofit, and (where possible) private for-profit agricultural research agencies. These data were derived through a series of primary survey rounds conducted by IFPRI’s Agricultural Science and Technology Indicators (ASTI) and in close collaboration with a large network of national collaborators. The ASTI data constitute a powerful resource for national and regional research managers, policymakers, donor organizations, and other stakeholders. ASTI’s key indicators provide both a diagnostic tool for assessing the allocation and use of existing resources and an advocacy tool for increasing resources and improving the efficiency and effectiveness of resource use. The ASTI website offers interactive pages that allow users to access country-level time series data, make cross-country comparisons, create graphs, and download country datasets and publications as well as detailed institutional information on agencies involved in agricultural research. The interactive benchmarking tool on the ASTI website is a convenient map-based instrument allowing users to make cross-country comparisons and rankings based on a wide set of financial and human resource indicators. Rural Economy Knowledge Support System (REKSS) - Nigeria Institutional and Individual Dataset

This survey was conducted to identify the current capacity within Nigeria for providing evidence for policymaking and for creating this capacity for future generations. This is part of the program to support the designing and implementing of evidence-based, pro-poor, gender sensitive and environmentally sustainable agricultural and rural development policies and strategies in Nigeria. The data presented originates from the survey conducted in 2008. A total of 25 institutions and 184 individuals were sampled. Topics covered for institutions include statements seeking to establish an understanding of the agricultural and rural policy environment and process, institution and institutional environment, financial resource management, human resources management, staff performance and performance appraisal, organizational management, autonomy in personnel and budgetary issues, and technical capacity. Topics covered for individuals include background information about respondent, experience with the agricultural and rural development policy process, gender in the policy process, environmental issues in the agricultural and rural development policy process, job satisfaction and institutional incentives.

A 2006 Social Accounting Matrix for Nigeria: Methodology and Results

The 2006 Nigeria SAM is a comprehensive, economy-wide data framework, representing the structure of the Nigerian economy; the links among production activities, income distribution, consumption of goods/services, savings and investment, and foreign trade of the economic agents in year 2006. This 2006 Nigeria SAM is a 61 sector square matrix table with the column and row beginning with activities account, followed by commodities account and thereafter accounts for the economic agent in the Nigerian economy. Each cell in the matrix represents the flow of economic activities in monetary terms from a column account (expenditure or outflow) to a row account (income or inflow). Also, each activity and commodity account begins with letter “a” and “c” respectively. This 2006 SAM was built for the dynamic CGE (DCGE) model that examined the growth and investment options available in the agricultural sector for reducing poverty in Nigeria, and was an integral part of the Agricultural Policy Support Facilites activities for strengthening evidence-based policymaking in Nigeria. Given the agricultural policy analysis focus of the SAM and DCGE model, 34 sector of the SAM are under agriculture and included key cash and food crops as well as livestock subsector. The 2006 Nigeria SAM also includes 12 manufacturing (such as beef, textiles, and wood products); 2 mining sector (including crude petroleum and natural gas); and 13 service sectors (such as building and construction, electricity and water, and hotels and restaurants). While the total number of sector for the SAM is 61, the commodities account is 62 as fertilizer was treated as commodity rather than activity. The 2006 SAM data files comprise two worksheets; one for the SAM data and the other containing legend to the SAM data. The value for each of the cell entries is reported in naira million (2006 prices). The data used for building this SAM were obtained from various sources including but not limited to publications of the National Bureau of Statistics (NBS), the Central Bank of Nigeria (CBN), and the Federal Ministry of Agriculture and Water Resources (FMAWR). Data from an earlier SAM of the country developed by United Nations Development Programme (UNDP), 1995 are also used, and was balanced using the cross entropy estimation method. The SAM was built following the International Food Policy Research Institute (IFPRI) standard format (Lofgren et al. 2001).
